Norm's problem is also a reference to the auditory hallucinations some paranoid schizophrenics and people with psychosis can have. Sufferers hear voices, and can believe they're being "beamed" in by some sort of radio, or mind-control ray. Often the CIA are blamed for this. The mundanity of Norm picking up their lunch menu is a joke, since in his case it's probably true.
These rays are also the inspiration for the tinfoil hat Number 9 wears, meant to block the radio waves, or in his case, other people's thoughts.
