During their invasion of Earth, the Decapodians sent an operative to the Earth's flagship, the Nimbus, presumably to act as a spy. 25-Star General Zapp Brannigan unwisely trusted the activation codes for the global defense network to the disguised Decapodian, who used the name Hugh Man to be entered into the central battle computer. After scuttling off the Nimbus, the Decapodians used the information to cripple the ship without a fight and Earth fell to the invaders.
It is unknown what happened to Hugh after the invasion, but it is assumed he returned to Decapod 10.
